Step Change Outsourcing appoints Neil Peers as Chief Executive Officer

Stevenage, Hertfordshire, 7 September 2026. Step Change Outsourcing has appointed Neil Peers as Chief Executive Officer, effective 12 October 2026.

The appointment supports Step Change’s next stage of growth across insurance, media and entertainment, property, telecommunications and travel.

As part of a planned leadership transition, Founder and CEO Declan Shilton will become Executive Chairman, focusing on long-term strategy, innovation and growth while supporting Neil and the executive leadership team.

Neil brings more than 25 years of leadership, commercial and operational experience across property, telecommunications, broadcasting and business services. He trained as a chartered accountant, beginning his career with Arthur Andersen and Deloitte, before spending 20 years in senior roles at Sky and most recently serving on the Board and Executive Team at TDS.

At TDS, Neil helped lead growth and transformation, developing new customer propositions, expanding partner relationships, securing key contract extensions and advancing product, technology, workflow and AI-led innovation.

Neil has also held non-executive and advisory roles with start-up technology businesses, supporting founders on strategy, growth and operational development.
